City of Dallas names former EPA attorney as director of environmental quality and sustainability

Dallas, Texas – The City of Dallas has named Angela Hodges Gott as the new Director and Chief Resiliency Officer of the Office of Environmental Quality and Sustainability, effective Monday, October 20, 2025, according to an announcement by City Manager Kimberly Bizor Tolbert. Hodges Gott brings a deep well of experience in environmental law, federal grants management, and regulatory compliance, positioning her to lead Dallas toward a more sustainable and climate-resilient future.
Angela Hodges Gott is an accomplished attorney and strategic leader with more than 15 years of experience in environmental law, regulatory compliance, and federal grants management. She previously served as Assistant Regional Counsel with the U.S. Environmental Protection Agency’s (EPA) Office of Regional Counsel in Dallas, where she played a pivotal role in administering programs that oversaw more than $1 billion in federal grant funding annually. Many of these initiatives focused directly on environmental and climate resiliency, reinforcing her expertise in advancing large-scale policy implementation and community impact.
During her tenure with the EPA, Hodges Gott became widely recognized for her legal skills and leadership. She led negotiations in complex enforcement matters, represented the agency in high-stakes litigation, and served as principal attorney for several groundbreaking environmental initiatives. She also offered ethics counseling and participated in national EPA workgroups focusing on environmental justice and property disposition, displaying a consistent commitment to advancing equity and sustainability.
Her achievements have earned her more than ten federal honors, including the prestigious Silver Medal for Superior Service, multiple Bronze Medals for Commendable Service, and a Federal Executive Board Public Service Award—a testament to both her legal acumen and public service leadership.
Hodges Gott holds a Juris Doctorate cum laude from Texas Tech University School of Law, with a concentration in environmental law. She also earned a Master of Applied Geography from Texas State University and a Bachelor’s degree in Environmental Studies and Political Science from Baylor University. Early in her career, she worked at Locke Lord LLP, where she gained extensive experience in environmental compliance, due diligence, and enforcement defense.
With her broad expertise and decorated federal service record, Angela Hodges Gott is expected to bring dynamic leadership to the City of Dallas as it continues to prioritize climate resilience, environmental justice, and sustainability for future generations.
