City of Dallas seeks nonprofit partners to deliver services under homebuyer assistance program

Dallas, Texas – The City of Dallas has officially launched a Notice of Funding Availability (NOFA) for its Dallas Homebuyer Assistance Program (DHAP), inviting qualified nonprofit organizations to apply as turn-key program administrators. The opportunity is open to nonprofit subrecipients that are either Texas-registered businesses or have the legal authorization to operate in Texas. These selected applicants will manage the delivery of homebuyer assistance services for the Department of Housing & Community Development (HCD).

Proposals Sought from Nonprofit Subrecipients

Applicants must submit comprehensive proposals that include a detailed budget outlining the costs required to successfully operate the program. The funding behind this initiative comes from the U.S. Department of Housing and Urban Development (HUD), through the Community Development Block Grant (CDBG) and the HOME Investment Partnerships Program (HOME). These federal funds are designated to support affordable housing programs and to promote homeownership among low- and moderate-income residents.

The city emphasized that “This Notice of Funding Availability is open to nonprofit subrecipients (‘Applicants’) that are Texas registered businesses or have authorization to work in Texas to act as the turn-key program administrator with the City of Dallas (‘City’) Department of Housing & Community Development (‘HCD’).”

The NOFA application process is designed to tap into the private sector’s specialized knowledge and service capabilities. This method also allows the city to fairly and efficiently distribute federal grant funds and other financial resources as they become available.
