Dallas City Council approves agreement for new Dallas Wings practice facility at Joey Georgusis Park

Dallas, Texas – Dallas is moving forward with a major development tied to professional women’s sports, as city leaders approved an agreement that will bring a new practice facility for the Dallas Wings to a park in the southern part of the city.

The Dallas City Council authorized the City of Dallas to finalize a developer agreement with the Dallas Wings organization, clearing the way for construction of a new practice and training complex at Joey Georgusis Park. The facility will be built on city-owned land located at 1200 North Cockrell Hill Road, marking a significant investment in both sports infrastructure and community development.

The decision came after the item had previously been deferred from the February 25, 2026 council meeting. It returned to the agenda on Wednesday following further discussions between city officials and the Dallas Wings, which ultimately led to agreement and approval.

Project aims to boost sports and community growth

City leaders described the project as an important step toward supporting professional women’s sports while also creating new opportunities for residents in southern Dallas. The approved measure is structured as an economic development grant agreement with Dallas Wings Development LLC, which will oversee the project.

“Today’s action marks another step in strengthening the City’s long-term support for professional women’s sports and enhancing opportunities for community engagement in southern Dallas,” said Dallas City Manager Kimberly Bizor Tolbert. “We appreciate the efforts of Wings CEO and Managing Partner Greg Bibb for collaborating with the city to move this important project forward.”

Under the agreement, the Dallas Wings organization will take the lead on designing and constructing the facility. The project is expected to provide a dedicated space for training and preparation, giving athletes access to resources designed to help them compete at a high level.

Facility expected to benefit athletes and residents

Team leadership emphasized that the project will not only support players but also deliver value to the surrounding community. The facility is expected to have a positive impact on nearby neighborhoods, particularly in far west Oak Cliff, where the park is located.

“We strongly believe the practice facility will provide our world-class athletes with what they need and deserve to compete at the highest level while delivering real benefit to the citizens of Dallas, especially the residents of far west Oak Cliff,” said Bibb. “The Wings remain committed to playing a key role in the revitalization of downtown Dallas when the renovation of Dallas Memorial Auditorium is completed in 2028,” Bibb added.

Construction preparations are expected to begin immediately, signaling a quick transition from planning to action. As the project moves forward, city officials and team leaders alike are pointing to both the athletic and community impact as key outcomes of the agreement.

With approval now in place, the development represents a step toward expanding opportunities in sports while also contributing to broader efforts aimed at growth and revitalization across Dallas.
