State lottery and bingo programs in Texas now managed by the Department of Licensing and Regulation after legislative action

Austin, Texas – On September 1, 2025, a significant change took place in Texas as all operations of the Texas Lottery and Charitable Bingo officially transferred to the Texas Department of Licensing and Regulation (TDLR). The move, guided by SB 3070 passed during the 89th Texas Legislature’s Regular Session, dissolved the Texas Lottery Commission and placed its responsibilities under TDLR.

Despite this structural shift, state leaders have assured residents that the transition will not disrupt participation in games. Texans can continue to enjoy the same lottery and bingo opportunities they are accustomed to without interruption.

Transition Process and Legislative Requirements

To prepare for this transition, TDLR began hiring employees following the end of the legislative session and by August 31 had assembled a dedicated team to ensure a smooth merger between agencies. These employees will continue their work as TDLR completes further legislative requirements. Among these duties are reviewing all existing contracts by December 1, 2025, and forming a new lottery advisory committee to provide oversight and direction. The existing Bingo Advisory Committee will remain active to continue supporting charitable bingo operations.

All former positions within the Texas Lottery Commission are now officially TDLR roles. Staff members working in the new Lottery and Charitable Bingo Division will operate from the George H.W. Bush Building in Austin, bringing both continuity and efficiency under one roof.

Leadership’s Commitment

TDLR Executive Director Courtney Arbour expressed her gratitude and optimism for the agency’s new responsibilities. “We appreciate the responsibility the Texas Legislature and the Governor have entrusted to TDLR,” she said. “Everyone at TDLR welcomes the Lottery and Charitable Bingo team. We’ve already had productive interactions with them and look forward to working together.”

Arbour will now oversee the combined operations of TDLR, ensuring both licensing regulation and lottery management functions are carried out effectively for the people of Texas.

This transition marks a new chapter in the management of Texas’ lottery and charitable bingo programs, promising continued access for players and a stronger framework of oversight moving forward.
