Tony Robinson, FEMA’s Region 6 Regional Administrator, gave David Phan, Dallas Water Utilities’ Floodplain Administrator, the award in a ceremony honoring Dallas’s leadership and dedication to outstanding floodplain management. The proactive attitude of the city not only protects the surroundings but also helps its citizens through the use of large flood insurance savings.

Dallas joined the voluntary Community Rating System Program in 1991, which aims to inspire cities across the nation to implement above-average flood control measures outside the minimum standards of the NFIP. Dallas is among only 12 to receive a Class 3 grade among the more than 1,500 municipalities throughout the nation. Dallas’s accomplishment establishes it as the most highly ranked community in Texas, therefore highlighting its commitment to strong flood control and safety procedures.
