Governor Abbott announces November date for election to fill vacant congressional seat in Texas

Houston, Texas – Texas Governor Greg Abbott has officially declared Tuesday, November 4, 2025, as the date for the special election to fill the vacant 18th Congressional District seat, following the passing of Congressman Sylvester Turner.
In his announcement, Governor Abbott criticized Harris County’s election administration, citing a history of procedural issues that have raised concerns about compliance with state election laws.
“No county in Texas does a worse job of conducting elections than Harris County,” said Governor Abbott. “They repeatedly fail to conduct elections consistent with state law. Safe and secure elections are critical to the foundation of our state. Forcing Harris County to rush this special election on weeks’ notice would harm the interests of voters. The appropriate time to hold this election is November, which will give Harris County sufficient time to prepare for such an important election.”
By scheduling the election for November, Governor Abbott said voters will have a better opportunity to participate in a well-managed and secure electoral process. The announcement comes amid growing scrutiny of local election operations and a push for greater statewide oversight.
Candidates interested in running must submit their applications to the Texas Secretary of State by 5:00 PM on Tuesday, September 3, 2025. Early voting is scheduled to begin on Monday, October 20, 2025.
The winner of the election will succeed the late Sylvester Turner, who had represented the 18th Congressional District with distinction. Turner’s passing left a legacy of public service and advocacy for Houston-area residents, making this special election a pivotal moment for the future of the district.
