Fort Worth names Kristen Smith as director to strengthen employee engagement and organizational growth

Fort Worth, Texas – Kristen Smith has been named the new director of human resources and civil service for the City of Fort Worth, bringing more than 20 years of experience in both public and private sectors. Known for her strategic leadership and people-centered approach, Smith is set to step into her new role on October 6.

“Kristen Smith has built an outstanding reputation for leadership, innovation and dedication to fostering a workplace culture that values public service,” said Fort Worth City Manager Jay Chapa. “Her experience in developing strategic HR initiatives, strengthening employee engagement and fostering organizational growth will be an incredible asset to our organization as Fort Worth continues to grow.”

Smith’s career includes consulting and leadership roles across a variety of organizations, from local startups to multinational Fortune 500 companies. Most recently, she served as managing director for the City of Garland, where she oversaw workforce services such as human resources, civil service, risk management, and the city’s employee healthcare facility, CityCare Clinic. She also led the Office of Fair Housing and Human Rights and acted as executive sponsor for several key citywide initiatives.

A Background Built on Leadership and Service

Smith holds a master’s degree in human resources management and a bachelor’s degree in business administration. She is certified as a Senior Professional in Human Resources (SPHR), a Society for Human Resource Management Senior Certified Professional (SHRM-SCP), a Certified Diversity Professional (CDP), and a Certified Mediator. Her background also includes several training certifications focused on employee safety, health, leadership, and professional development.

The City of Fort Worth’s Human Resources Department manages many critical functions, including talent acquisition, employee benefits, HR records, organizational development, classification and compensation, safety, and a year-round wellness program. The department also houses the City’s Civil Rights Office, which oversees enforcement of Fort Worth’s anti-discrimination ordinances and federal laws on housing, employment, and accessibility.

Fort Worth currently employs over 8,000 people, and Smith’s leadership is expected to play a significant role in guiding the organization’s workforce as the city continues to expand.

Looking ahead to her move, Smith shared that she has already started shopping for her first pair of cowboy boots, embracing Fort Worth’s Texas spirit even before officially stepping into her new role.
