Texas governor announces more than 26 million in funding for infrastructure projects in military communities

El Paso, Texas – Texas is moving forward with a major investment aimed at strengthening military communities across the state, with Governor Greg Abbott announcing more than $26 million in grant funding for infrastructure upgrades tied to military installations.
The funding comes through the Texas Military Preparedness Commission’s Defense Economic Adjustment Assistance Grant program, which is designed to support projects that improve readiness, protect jobs, and ensure military facilities remain competitive for future missions.
“Texas is home to over 1.7 million veterans and active duty, reserve personnel, and their families,” said Governor Abbott. “These funds will help ensure Texas military facilities, including our 15 major military installations, are up-to-date with the latest technology to enhance the safety and well-being of Texans and Americans by increasing water access and equipment resiliency. I thank the Texas Military Preparedness Commission for their continued service in supporting our servicemembers so that we can best prepare our state to defend its critical infrastructure.”
Funding targets infrastructure and long-term readiness
State leaders say the funding will go toward projects that not only improve infrastructure but also protect the long-term future of military communities. These upgrades are seen as key to maintaining strong operations at installations and reducing the risk of losing missions during future Base Realignment and Closure decisions.
With this latest round of funding for fiscal years 2026 and 2027, the state has now awarded more than $172 million through the program since 2015, showing a continued push to support military-related growth and stability.
Several communities across Texas are set to benefit from the funding, each tied to a specific military installation and project.
The Ark-Tex Council of Governments will receive $5 million to support operations at the Red River Army Depot, helping meet requirements tied to small unmanned aircraft systems. Bell County is set to receive $4.5 million for Fort Hood, where the funds will go toward developing an aquifer storage and recovery system to improve water access.
In El Paso, the city will receive $4 million for Fort Bliss to expand water production at the Kay Bailey Hutchison Desalination Plant. Val Verde County is also receiving $5 million for Laughlin Air Force Base, where upgrades will modernize airfield lighting systems to meet current Federal Aviation Administration standards and support future missions.
Corpus Christi is included in two separate awards. The city will receive over $2 million for the Naval Air Station to replace aging wastewater pipes, along with an additional $990,000 for the Corpus Christi Army Depot to install atmospheric water generation units in high-demand areas.
San Antonio is also receiving $5 million tied to Joint Base San Antonio Fort Sam Houston. The funding will support a renovation project in partnership with local and state entities, along with the Defense Health Agency, focusing on improvements to the South Beach facility.
State leaders emphasize economic and defense impact
Officials say these projects are about more than construction. They are also meant to protect jobs and strengthen local economies that depend on military activity. By investing in infrastructure now, the state aims to keep installations prepared for evolving needs while also attracting new opportunities tied to defense operations.
The Texas Military Preparedness Commission, which oversees the program, plays a key role in advising state leaders on military and defense issues. Its mission includes preserving and expanding military presence across Texas, while also encouraging defense-related businesses to grow or relocate within the state.
With multiple projects now moving forward, state officials say the funding represents another step in ensuring Texas remains a strong and reliable hub for military readiness, innovation, and long-term economic support tied to national defense.
