Texas Department of Transportation opens public comment period for massive statewide infrastructure planning effort

Austin, Texas – Texans now have an opportunity to help shape the future of transportation in their communities, as the Texas Department of Transportation (TxDOT) invites the public to comment on the draft 2026 Unified Transportation Program (UTP)—a major 10-year planning effort that includes over $101.6 billion in transportation projects statewide.
This year’s proposal marks the third consecutive year that the UTP has surpassed the $100 billion mark. The draft plan includes approximately $7.5 billion in new funding, aimed at meeting the demands of Texas’ fast-growing population and thriving economy.
“Hearing from the public and collaborating with our transportation partners across the state will inform this plan to increase safety, meet the demand of a growing state and improve Texans’ access to jobs, family and quality of life,” said TxDOT Executive Director Marc Williams.
What’s in the Plan?
The UTP serves as a detailed “road map” to guide the development of transportation projects over the next decade. Updated annually, the plan focuses on key priorities like roadway preservation, congestion relief, improved connectivity, and safety. However, the UTP isn’t limited to roads alone—it also covers public transportation, rail, maritime systems, aviation, freight infrastructure, international trade routes, and bicycle and pedestrian connectivity.
TxDOT wants to ensure that this wide-reaching plan reflects the needs of Texans in all communities. That’s why public feedback plays a vital role in the planning process.
How to Participate
Texans can share their input through multiple channels before the public comment period closes on Monday, July 28 at 4 p.m. (CDT). To learn more or submit comments, visit the UTP Public Involvement page on TxDOT.gov. The online comment form is available in several languages, including English, Arabic, Spanish, Cantonese, Hindi, Mandarin, and Vietnamese.
A virtual public hearing will be held on Wednesday, July 23 at 2 p.m. (CDT). Anyone may attend by phone or online, and presentations will be made available for public viewing on TxDOT’s website.
The Texas Transportation Commission is expected to review and consider approval of the finalized 2026 UTP during its August meeting. Once approved, the full plan will be published online at TxDOT.gov.
