Texas provides major infrastructure boost to Del Rio with multimillion dollar loan

Del Rio, Texas – Governor Greg Abbott and the Texas Military Preparedness Commission (TMPC) have announced a $17 million loan to the City of Del Rio to fund essential water infrastructure upgrades. The loan, awarded through the Texas Military Value Revolving Loan Fund (TMVRLF), will be used for two major projects: rehabilitating the San Felipe East Springs Containment Wall and expanding and modernizing Del Rio’s Water Treatment Plant.

These improvements are expected to significantly bolster the city’s water capacity and resilience, directly benefiting both the residents of Del Rio and the nearby Laughlin Air Force Base—one of the nation’s most critical military training facilities.

“Texas is proud to support the City of Del Rio and the Laughlin Air Force Base as we invest in critical water infrastructure that Texans depend on,” said Governor Abbott. “These funds will strengthen the local community, support mission readiness at Laughlin, and advance our commitment to a strong military community across Texas. I thank the Texas Military Preparedness Commission for their investment and dedication to the future of Southwest Texas and our military communities.”

The loan is part of the TMVRLF, a statewide program financed through the sale of general obligation bonds. The fund provides financial assistance to defense communities to help carry out projects that enhance the operational value of military installations in their area.

The two projects funded under this initiative will help ensure that Del Rio has the water infrastructure necessary to handle current and future demands, especially during times of drought or system strain. By updating the water treatment plant and securing the springs containment wall, Del Rio is positioning itself to better support the health, safety, and readiness of both its civilian population and military personnel.

This investment underscores the State of Texas’ ongoing commitment to strengthening military communities and reinforcing the infrastructure needed to sustain both civilian and defense-related needs in key regions across the state.
