New SNAP policy in Texas will prohibit candy and sugary drink purchases starting in April 2026

Austin, Texas – In a move aimed at improving nutrition and promoting better health outcomes, Governor Greg Abbott announced that the Texas Health and Human Services Commission (HHSC) has received federal approval to block the use of Supplemental Nutrition Assistance Program (SNAP) benefits for purchasing sweetened drinks and candy. The change, set to go into effect on April 1, 2026, will limit the types of items low-income Texans can buy with their SNAP benefits.

Governor Abbott praised the decision, stating, “By restricting unhealthy foods from being purchased with SNAP benefits, Texas can help ensure the health and well-being of Texans. The new SNAP guidelines will ensure taxpayer dollars are used to purchase foods that provide real nutritional value. I thank Secretary Brooke Rollins and the Trump Administration for their approval of Texas’ waiver to promote healthy eating habits. Working together, we will build a stronger, healthier Texas.”

New Rules Aim to Boost Health and Nutrition

Under the new guidelines, SNAP recipients will be barred from using their benefits to buy candy, beverages with artificial sweeteners, and drinks that contain five grams or more of added sugar. These items are commonly found in households and previously could be purchased with SNAP funds. Now, Texas will lead in reshaping SNAP to emphasize foods with greater nutritional value.

“Access to healthy foods is important, and SNAP is important to millions of families,” said HHSC Deputy Executive Commissioner of Access and Eligibility Services Molly Regan. “These changes will help Texans improve their health outcomes, well-being, and quality of life.”

HHSC, which administers the federal SNAP program in Texas, is beginning efforts to educate retailers and benefit recipients about the upcoming changes. Training and outreach will ensure that stores are aware of the new restrictions and that SNAP clients understand which foods remain eligible.

What SNAP Will Still Cover

While the policy will limit some purchases, essential foods like fruits, vegetables, meats, cereals, dairy products, and even seeds and plants for home gardening will continue to be covered. SNAP recipients may also still use their benefits to buy groceries online through approved retailers.

SNAP currently serves approximately 3.5 million Texans, helping low-income individuals and families afford groceries and maintain access to food. The changes, according to the Governor’s Office, are designed to encourage healthier eating habits among beneficiaries and ensure taxpayer funds are used responsibly.
